A few weeks ago, chief data officer Mark Headd gave a great talk at Ignite Philly 11. In this talk, Headd compares Athenian democracy, where people were directly involved in the operation of the government, to civic hacking, where citizens build important applications through the use of open data. Headd also parallels the inequalities of Athenian democracy to the fact that many Philadelphians cannot participate in civic hacking due to a lack of technical scope and the city’s digital divide.
