High performance government can be created through an enterprise architecture (EA) that builds a foundation for executing the mayor’s strategic plans and enables the City to provide excellent service to our constituencies. The City’s future state EA is intended to provide seamless integration of processes and information, reduced costs for delivering services, and means and methods for satisfying the City’s IT needs. This future state should therefore enable high performance government at reduced costs to constituents.
Imagine a city where processes and information from every department or agency has been integrated. Every employee and all of our partners would be able to perform their duties without having to travel and translate between silos. We would be able to work cohesively to provide high quality services to constituents in a manner not interrupted, abbreviated, and restarted when crossing department or agency boundaries.
In a city government where processes and information are seamlessly integrated across City boundaries you could easily imagine a reduction in the time and costs to deliver services. Multiple agencies sharing effective technology solutions to perform common tasks can also lead to a reduction in costs. One tool does not always satisfy all related needs but there are more opportunities for reuse and sharing than we often realize.
Meeting the City’s IT Needs
This sounds like a daunting and perhaps impossible mission but the idea here is actually fairly simple. Understand the needs, plan and build for the needs, and broker services that in-house IT resources do not provide. This can happen when IT works closely with the business from the inception of ideas through execution and into operations.

Reaching the future state EA should help transform the City into the mayor’s envisioned future where Philadelphia government works efficiently and effectively, with integrity and responsiveness. Working together, IT and the business can reach the future state EA and fulfill the mayor’s vision. In the end, we will be able to deliver services and information to constituents in a manner most meaningful and supportive to their lives and livelihoods.
