Customer Service Officers Highlight: Richard Sinclair

As the Managing Director’s Office’s Customer Service Officers Program is well underway, its necessary to highlight the committed public servants who have volunteered their time to ensure customer service excellence in their departments. These Customer Service Officers have conducted focus groups and developed customer service plans so that city government can provide an outstanding level of service to both internal customers and every Philadelphia citizen. Richard SinclairRichard Sinclair, Fleet Management

Richard has been in the automotive and truck maintenance field for over 32 years.  After 15 years at various positions within the private sector, he joined the Office of Fleet Management during its creation in 1993. He has supervised shop operations at numerous OFM repair facilities including Public Safety, Streets Department Highway and Sanitation, and the Central Tire Facility. Richard currently works with the Information Technology unit in OFM administration. Utilizing OFM data, he provides information and suggestions to ensure that the OFM operates at peak efficiency and performance. He tracks and manages the City’s fleet of snow emergency equipment, and is responsible for the compliance of EPA regulations for diesel fuel emissions and alternative fuel vehicles within the City’s fleet. Richard is a graduate of Lincoln Technical Institute, and attended Temple University. He is an ASE certified Master Truck Technician. A native Philadelphian, Richard lives in Northeast Philadelphia.
